Are Japanese Prime Ministers really worse than their Nepali counterparts?

I was reading the latest International news on the Internet and came across an article on the appointment of the current Prime Minister of Japan, Yoshihiko Noda. Upon reading the article in more detail, I found out that Japan has had six Prime Ministers since 2006 - six prime ministers in five years! Immediately, I decided to look up how many Prime Ministers our own Nepal has had since the April Revolution in 2006. Guess what? Nepal has had only five Prime Ministers since 2006, one less than Japan - GP Koirala, Pushpa Kamal Dahal, Madhav Kumar Nepal, Jhalanath Khanal and now Dr. Baburam Bhattarai. All the Nepali Prime Ministers have resigned because of their inability to take the "peace process to its logical conclusion" So this raises the question - are Japanese Prime Ministers worse than their Nepali counterparts? Just a thought :-)
