Progressive Nepal, back in 1947!

Browsing through Google's news archives I came across this article which was published in The Pittsburgh Press back in June 17, 1947. The article is titled - Progressive Nepal and reading through it, I found some very interesting comments. The article states that most of the high officers have "tried to make things better for the people". It goes on to say that "in India there are so many beggars. In Nepal, a beggar is seldom, if ever seen by a visitor". It also says that Kathmandu has got two good-sized hospitals and a number of small ones. So, if Nepal was a progressive country back in 1947, then why are we still a Least Developed Country (LDC) today while India is on the verge of becoming a super power?
