Is India behind recent blasts across Nepal's Tarai belt?

According to the Kantipur daily, Nepali security officials accuse India of being behind a series of bomb blasts across Nepal's Tarai belt. They say that these attacks are being orchestrating by India in a bid to undermine the current communist led government. Four blasts have occurred in the last four days with nobody claiming responsibility for the blasts. So far one person has been killed in the bomb blasts. The relationship between the Maoists and India has been increasingly frosty since Prachanda was elected prime minister in August 2008. Moreover, the Maoists openly oppose India's interference in Nepal's internal affairs. Is this India's reply to the Maoists?
